The Adirondack Park Agency (APA), created in 1971, is charged with the broad
mandate of insuring "the optimum overall conservation, protection, development
and use of the unique scenic, aesthetic, wildlife, recreational, open space,
ecological and natural resources of the Adirondack Park." In carrying out this
mandate, the APA is responsible for overseeing the implementation of the
Adirondack Park Master Plan and the Adirondack Park Private Land Use and
Development Plan, overseeing and enforcing the 1975 Freshwater Wetlands Act
within the Park, and administering the State's Wild, Scenic and Recreational
River System. The APA also operates two Visitor Interpretive Centers and helps
local governments develop land use plans consistent with the State Master Plan.
The Adirondack Park Agency is included in the Health, Mental Hygiene and
Environmental Conservation appropriation
bill.
State Operations
The Governor proposes a total General Fund appropriation of $4,295,000 for State
Fiscal Year (SFY) 2001-02, which reflects a $279,300 year-to-year increase for
anticipated salary adjustments and other inflationary costs.
The Executive proposes no Special Revenue - Federal appropriations in the 2001-
02 State Fiscal Year (SFY) reflecting a reduction of $300,000. This results
from a one-time Federal grant to support the Federal New York State Scenic
Byways Program to enhance the Route 73 corridor that is no longer available.
Aid to Localities
The Governor proposes an appropriation of $50,000 for the Adirondack Park Local
Government Review Board. This Board monitors the activities of the APA and is
made up of representatives from the counties wholly or partly within the Park
boundary.
