Pheffer Amato Obtains Victory for NYPD Detectives, Sergeants and Lieutenants

Albany, NY - New York State Assemblywoman Stacey Pheffer Amato successfully negotiated a salary enhancement for the detectives, sergeants and lieutenants of the NYPD. During the 2025 State Budget, Pheffer Amato had her bill, A.5376, included in the budget which she cited as “Phase 2” of her plan to continue to help the NYPD as it faces a staffing crisis.

“Everyday, law enforcement puts their lives on the line to protect our communities and to address our public safety needs. Through this action in the State Budget, we are making it clear that we recognize the hard work and dedication of our detectives, sergeants and lieutenants - and want experienced law enforcement to remain on the job to keep the public safe. I took on this fight because words fall flat, and it was time to show tangible appreciation for our police,” said Assemblywoman Pheffer Amato.

“The DEA would like to thank Assemblywoman Stacey Pheffer Amato and Speaker Carl Heastie for their efforts and support with regard to Assembly Bill 5376 in the NYS budget. This legislation will provide a substantial financial incentive for the most experienced detectives in the NYPD to remain on the job. Prior to this legislation, many of the most experienced investigators were leaving the department in record numbers. This legislation will also help rebuild the pride within the NYPD detectives. The retention of the most talented investigators will once again establish our detectives as the greatest detectives in the world,” said DEA President Scott Munroe.

The NYPD is facing a real crisis in retaining members. Assemblywoman Stacey Pheffer Amato, the bill's sponsor, recognized the crisis and strongly advocated for its inclusion in the NYS Budget. The bill assists the NYPD in trying to keep some of their most highly trained and experienced members from leaving. We thank the Assembly Majority for recognizing the importance of this measure,” said SBA President Vincent J. Vallelong.

In 2024 Pheffer Amato crafted and passed legislation to provide a salary enhancement to the longest serving police officers of the NYPD (also known as “Phase 1”) as she worked to address the staffing crisis within the NYPD. This year she successfully worked to further address the problem with the NYC Detectives Endowment Association (DEA), the NYC Sergeants Benevolent Associations (SBA), and the NYC Lieutenants Benevolent Association (LBA) by expanding this enhancement to other ranks. Through her work, police officers, along with detectives, sergeants and lieutenants who serve for at least 25 years could see a pension payment enhancement of several thousands of dollars per year, respectively.

The bill was carried and pushed through the State Senate by Manhattan Senator Robert Jackson.
