Gray Speaks on Synthetic Opioids, Ticket Reform & Farming Limits in ‘The Gray Area’

Assemblyman Scott Gray (R-Watertown) released the latest episode of “The Gray Area,” highlighting recent developments in Albany, including the fight against synthetic opioids, ticket sale legislation and a proposed bill that threatens New York’s dairy industry.

This week, Gray recapped a public hearing by the Assembly Committee on Alcoholism and Drug Abuse focused on synthetic opioid adulterants like fentanyl. “This is a complex issue that requires a three-pronged approach: treatment, stabilization and strong criminal penalties for those preying on addicts,” said Gray. He noted potential bipartisan legislation to increase criminal liability for dealers using lethal additives.

He also discusses legislation targeting the secondary ticket market. While the bill includes service fee caps and transfer restrictions intended to protect consumers, Gray warned it could backfire—hurting smaller entrants and reinforcing the dominance of major platforms like Ticketmaster. “It may look consumer-friendly on paper, but it risks eliminating the little guys and creating a near-monopoly. This is really an economies of scale issue.”

Turning to agriculture, Gray criticized a proposed bill to cap New York farms at 700 head of cattle. “This bill—pushed by downstate legislators—would cripple dairy producers, just as companies like Chobani are expanding demand,” said Gray. He expressed confidence the bill will not advance, citing strong bipartisan opposition.

As session winds down, Gray noted the heavy legislative calendar: “Many of the bills we’re voting on are repeats, some previously vetoed, others one-house bills, so we’re focused on monitoring anything new that drops in the final days.”
