Gray Updates on Albany’s Budget Stalemate, CDPAP Challenges and More in ‘The Gray Area’

Assemblyman Scott Gray (R-Watertown) released the latest episode of “The Gray Area,” highlighting New York’s budget impasse, ongoing public safety priorities and serious concerns with the Consumer Directed Personal Assistance Program (CDPAP).

“We were supposed to be back in our districts, but due to the budget impasse, we’ve returned to Albany again this week,” said Gray. “We’ve now passed eight budget extenders, and we anticipate another on Tuesday. We hope to begin voting on final budget bills next week.”

Gray emphasized support for the governor’s proposed public safety measures, including a mask ban, involuntary commitment provisions and discovery reform. “These are initiatives we’ve long advocated for, and we’re hopeful they make it into the final budget.”

He also raised concerns about a proposed early prison release program, warning it could undermine existing systems for conditional release and sentencing. “Many inmates already qualify for early release through program completion and plea agreements. Altering this framework could be dangerous and unfair.”

Turning to CDPAP, Gray called the ongoing payment issues “a disastrous rollout” following the state’s transition to a single fiscal intermediary, PPL. “Some providers haven’t been paid at all, others only partially. We urge anyone affected to contact our office—we’re actively working with PPL and the Department of Health to resolve these issues.”

With budget negotiations ongoing, Gray noted limited visitor activity at the Capitol and encouraged constituents to stay informed. “We’ll keep you updated as negotiations continue and appreciate your trust in our work on your behalf.”
