Assemblyman Stirpe’s Bill Allowing Retail-to-Retail Alcohol Sale Becomes Law

Assemblyman Al Stirpe (D-Cicero) announced that legislation he sponsored to permit retail-to-retail alcohol sales has been signed into law (Ch. 613 of 2025). This measure allows retail-licensed restaurants and bars to buy and resell alcohol from other licensed retailers.

“Allowing retail-to-retail alcohol sales is a win for business and customers,” said Stirpe. “Local restaurants and taverns often don’t have the necessary storage space to maintain a large alcohol inventory. This can lead to them running out of a particular bottle during service hours, which is disappointing for customers and reduces potential revenue for the business. My legislation creates flexibility for small businesses to meet the needs of their customers while increasing revenues.”

As chair of the Assembly’s Economic Development Committee, Stirpe listened to the concerns and feedback from businesses and constituents throughout his district. His legislation addresses these concerns and provides a solution to a problem many businesses face. This law allows restaurants and taverns to complete sales while wholesalers continue to supply them with inventory, supporting small businesses and boosting local economies for years to come, noted Stirpe.
