TITLE OF BILL:
An act to amend the public health law, in relation to requiring the
immunization of certain post-secondary students against hepatitis B
 
PURPOSE:
To safeguard public health by ensuring that a high percentage of postse-
condary students are immunized against hepatitis B.
 
SUMMARY OF PROVISIONS:
Section 1: Amends paragraph d of subdivision 1 of section 2165 of the
public health law. Adds hepatitis B to the list of immunizations
required for postsecondary students.
Section 2: Sets Effective Date.
 
JUSTIFICATION:
The CDC estimates the actual number of acute hepatitis B cases was close
to 14,000 in 2020. Many more people (about 880,000) are estimated to be
living with chronic, long-term hepatitis B. The CDC recommends all
infants, children, and adults get the hepatitis B vaccine. Required
immunization against hepatitis B for college students will reduce hospi-
talizations and deaths from hepatitis B, saving lives and saving
resources and funding on healthcare costs.

EFFECTIVE DATE:
This act shall take effect which it shall have become amendment and/or
repeal of implementation of this act and completed on or before on the
first of July next succeeding the date on a law. Effective immediately,
the addition, any rule or regulation necessary for the on its effective
date are authorized to be made such date.

AN ACT to amend the public health law, in relation to requiring the
immunization of certain post-secondary students against hepatitis B
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Paragraph d of subdivision 1 of section 2165 of the public
2 health law, as added by chapter 405 of the laws of 1989, is amended to
3 read as follows:
4 d. The term "immunization" means an adequate dose or doses of an
5 immunizing agent against measles, mumps [and], rubella and hepatitis B
6 which meets the standards approved by the United States public health
7 service for such biological products, and which is approved by the state
8 department of health under such conditions as may be specified by the
9 public health council.
10 § 2. This act shall take effect on the first of July next succeeding
11 the date on which it shall have become a law. Effective immediately, the
12 addition, amendment and/or repeal of any rule or regulation necessary
13 for the implementation of this act on its effective date are authorized
14 to be made and completed on or before such date.
