  TITLE OF BILL: An act directing the New York state energy research and development authority to study feasibility and efficiency of independently constructed micro-grids for homes and neighborhoods   PURPOSE: An act directing the New York state energy research and development authority to study feasibility and efficiency of independently constructed micro-grids for homes and neighborhoods.   SUMMARY OF SPECIFIC PROVISIONS: Section 1: Section 1. Definitions. For the purposes of this act "City" shall mean any city with a population greater than sixty 3 thousand. "Neighborhood" shall have the same meaning as "neighborhood unit" as defined in section 2 of the private housing finance law. Section 2: The New York state energy research and development authority is authorized and directed to study the feasibility, efficiency, and energy saving costs for cities if individuals homes or neighborhoods were to create their own independent micro-grids. Such study shall include, but not be limited to   JUSTIFICATION: The study of the creation of a Micro-Grid system for independent neigh- borhoods and homes will be to study on the effectiveness of this system on wide ranging sized neighborhoods varying in structure size, popu- lation, and consumption. The feasibility of such financial, the time and efficiency of build out, the best possible renewable energy source based on region and availability of such. Whereas the intent of research is to show benefit for community &/ independent large dwellings with the abil- ity to aid in lowering utility cost and energy related emissions, while reducing the carbon footprint of independent communities. With such study aiding in providing data to independent community's electrical provider of usage lessening during peak times or during low availability times. In compliance to/with meeting the requirements to improve and implement quality energy distribution and storage for the independent micro grid community and its surrounding energy supplied area. * Energy Value (LBMP) * Capacity Value (ICAP) * Utility Value (E) * Demand Reduction Value (DRV) With the need to continue to meet the state and federal clean energy goals, the micro-grid study for independent communities would continue to assist in meeting the long-term goal while also creating another avenue to use renewable energy for all residential consumers. This study would also allow.consumers to have the opportunity to receive the financial benefit of lowering their utility bill and bringing savings back to them. This study whereas would be used as a primary data point going forward to model for future independent neighborhoods & munici- palities that will see the study and can then make an informed decision if creating a micro-grid for their neighborhood,. hamlet, village, or city is best practice to save their residents money and aid in meeting state set energy goals. While also allowing said independent city to move away from higher emission admitting primary fossil fuel sources. The micro-grid study will also allow NYSERDA to find the best energy source for a more efficient option while basing it on any given region's best opportunity to find the most functional and financially feasible renewable energy source.   LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT directing the New York  state  energy  research  and  development
          authority   to  study  feasibility  and  efficiency  of  independently
          constructed micro-grids for homes and neighborhoods
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Definitions. For the purposes of this act:
     2    (a)  "City"  shall  mean any city with a population greater than sixty
     3  thousand.
     4    (b) "Neighborhood" shall have the same meaning as "neighborhood  unit"
     5  as defined in section 2 of the private housing finance law.
     6    §  2.  The New York state energy research and development authority is
     7  authorized and directed to study the feasibility, efficiency, and energy
     8  saving costs for cities if individuals homes or  neighborhoods  were  to
     9  create  their own independent micro-grids. Such study shall include, but
    10  not be limited to:
    11    (a) the cost of constructing a micro-grid to power independent  neigh-
    12  borhoods and homes;
    13    (b) the feasibility of constructing a micro-grid for neighborhoods and
    14  homes;
    15    (c) the efficiency of a micro-grid for neighborhoods and homes;
    16    (d)  the  cost of operations to run a micro-grid for neighborhoods and
    17  homes;
    18    (e) the potential effects of independent micro-grids for neighborhoods
    19  and homes lessening the stress on current electrical systems; and
    20    (f) the potential cost savings of independent micro-grids.
    21    § 3. The New York state  energy  research  and  development  authority
    22  shall make a report to the governor and the legislature of its findings,
    23  conclusions,  and  recommendations  no later than seven months after the
    24  effective date of this act and shall submit with this report such legis-
    25  lative proposals as it deems necessary to implement its recommendations.
    26    § 4. This act shall take effect immediately.
