  TITLE OF BILL: An act to amend chapter 563 of the laws of 2001 amending the public health law relating to providing for an emergency technician five year re-certification demonstration program in certain counties, in relation to the effectiveness thereof   PURPOSE: To extend various provisions of the public health law related to the Emergency Technician five-year re-certification demonstration program in certain counties.   SUMMARY OF PROVISIONS: Section 1: Extends sections 2 of Chapter 563 of the laws of 2001, which extend the EMS Re-certification demonstration program. The Pilot Recer- tification Program allows an EMT, EMT-Intermediate, EMT-Critical Care or Paramedic, who is in continuous practice, demonstrates competency and completes appropriate continuing education, to renew their certification without taking a certification exam. Section 2: Effective date   JUSTIFICATION: Chapter 563 of the Laws of 2001 is due to expire July 1, 2023. This law was enacted to test the effectiveness of changing the recertification requirements from 3 years to 5 years for emergency medical technicians and advanced emergency medical technicians. The most recent statistics published by the Bureau of EMS has shown a stark decrease of certified providers since 2003, which has only been exacerbated since the COVID-19 pandemic. Volunteer EMTs are a vital asset to the medical community and to New York residents. An effort to curtail their dwindling numbers is imperative. This legislation would continue to provide volunteers who remain active an additional five years before requiring re-certifica- tion.   LEGISLATIVE HISTORY: This is a new bill.   BUDGET IMPLICATIONS: None noted.   EFFECTIVE DATE: Immediately.

        AN ACT to amend chapter 563 of the laws  of  2001  amending  the  public
          health law relating to providing for an emergency technician five year
          re-certification   demonstration   program  in  certain  counties,  in
          relation to the effectiveness thereof

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section 2 of chapter 563 of the laws of 2001 amending the
     2  public health law relating to   providing for  an  emergency  technician
     3  five year re-certification demonstration program in certain counties, as
     4  amended  by  chapter  102  of  the  laws  of 2018, is amended to read as
     5  follows:
     6    § 2. This act shall take effect immediately and shall  expire  and  be
     7  deemed repealed July 1, [2023] 2028.
