MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A6727D

SPONSOR: Buttenschon
TITLE OF BILL: An act to amend chapter 639 of the laws of 1970 incorporating the Oris- kany Volunteer Exempt Firemen's Association of Oriskany, county of Onei- da, and providing for its powers and duties, in relation to the name and purposes of such association   PURPOSE: The purpose of this legislation is to update chapter 639 of the laws of 1970, which incorporated the Oriskany Volunteer Exempt Firemen's Associ- ation of Oriskany, county of Oneida.   SUMMARY OF PROVISIONS: Section 1 amends sections 1, 2, 3 and 7 of chapter 639 of the laws of 1970 by updating the name of the Association to the Oriskany Volunteer Exempt Firefighters Association of Oriskany, county of Oneida. It also updates the Association's purpose to promote and safeguard the welfare of the volunteer members and their families, and includes provisions to enhance the morale of members. Finally, it removes limits on the use of foreign fire insurance premium taxes received by the Association. Section 2 provides for an immediate effective date.   JUSTIFICATION: This bill has been introduced at the request of the Oriskany Volunteer Exempt Firemen's Benevolent Association, which was first chartered in January of 1970. Given that the Association was created five decades ago, this legislation is necessary in order to update their charter for today by enhancing their purpose and goals and removing language limit- ing the use of foreign fire insurance premium taxes received by the Association.   LEGISLATIVE HISTORY: This is a new bill.   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: This act shall take effect immediately.
