NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A5897B

SPONSOR: Rivera
TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system as the "Trooper William P. Keane Memorial Bridge"   PURPOSE OR GENERAL IDEA OF BILL: To honor the life and ultimate sacrifice of New York State Police Troop- er William P. Keane by naming the State Route 179 bridge over Interstate 90 in the Town of Hamburg the "Trooper William P. Keane Memorial Bridge".   SUMMARY OF SPECIFIC PROVISIONS: Section one adds a new section to the highway law designating State Route 179 bridge over Interstate 90 in the Town of Hamburg, Erie County as the "Trooper William P Keane Memorial Bridge". Section two requires the commissioner of transportation to provide for the installation and maintenance of adequate signage. Section three establishes the effective date.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE): The amendment makes a technical correction of the route designation.   JUSTIFICATION: Trooper William P. Keane, a twenty-six-year veteran of the New York State Police, passed away on August 23, 2013, while on duty with the New York State Police at the Commercial Vehicle Safety Alliance Conference in Salt Lake City, UT. Originally from Western New York, specifically South Buffalo, Trooper Keane served in the United States Navy prior to becoming a New York State Trooper and was renowned for his dedication and knowledgeable service with commercial vehicle enforcement laws. It is fitting that we honor his life and ultimate sacrifice by naming the bridge over 1-90 in the Town of Hamburg the "Trooper William P. Keane Memorial Bridge".   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Minimal.   EFFECTIVE DATE:, This act shall take effect immediately.
