  TITLE OF BILL: An act to amend the criminal procedure law, in relation to designating the ordinance officers of the city of Mount Vernon police department as peace officers   PURPOSE OF BILL: Enables the Ordinance Officers of the City of Mount Vernon's police department with the ability to enforce the law as peace officers, and to have the right to carry a firearm while performing the duties as a peace officer.   SUMMARY OF PROVISIONS: Section 1. Section 2.10 of the criminal procedure law is amended by adding a new subdivision 62 to read as follows: 62. the ordinance offi- cers of the City of Mount Vernon police department, when performing the duties as ordinance officers; provided, however, that nothing in this subdivision shall be deemed to authorize such officer to carry, possess, repair or dispose of a firearm unless the appropriate license therefor has been issued pursuant to section'400.00 of the penal law.   JUSTIFICATION: The City of Yonkers Alternative Housing Plan, which has been submitted to Federal Court as a modification to the long term, relies on the utilization of existing cooperative housing units to provide a majority of the affordable housing units to be made available under the plan.
