The Interest on Lawyers Account (IOLA) was established in 1983 to finance civil
legal services for those who cannot afford such services, and for the elderly
and disabled. Funding for civil legal services is derived from interest earned
on trust accounts that attorneys hold for their clients and which would not earn
interest for the clients if held in a separate escrow account.
State Operations
The Executive recommends a Fiduciary Fund appropriation of $1,443,000, an
increase of $253,000 for salary adjustments and other costs associated with
agency operations.
Aid to Localities
The Executive recommends a Fiduciary Fund appropriation of $14,950,000. This
represents no change from the appropriation contained in the State Fiscal Year
2000-01 enacted State budget. Actual grants made pursuant to this appropriation
are subject to the availability of funds in the IOLA Fiduciary Account.
